2008년 데뷔앨범에 이어 2년만에 발표된 후속 앨범의 리드 싱글로 발표된 이 곡은 미드템포의 뉴웨이브와 일렉트로팝이 가미된 전형적인 여름 분위기의 디스코 팝 노래로, 스눕 독이 랩을 맡아 함께 작업했다.
빌보드 HOT 100에서 무려 6주간이나 1위를 차지하였으며 영국, 캐나다를 비롯한 7개국에서 차트 1위를 차지하였으며, 월드와이드 1200만장이 넘는 판매고(순판매와 스트리밍 합산)를 기록하는 등 어마어마하게 성공한다.
Katy Perry의 인기를 수직 상승시키며 그녀의 전성기를 구가하게 해준 노래로, 2010년 전세계에서 가장 히트친 노래 중 하나이다. 이전에도 "I Kissed a Girl" 이나 "Hot n Cold" 의 메가 히트로 이름은 널리 알려져 있었지만 그저 많은 팝 가수들 중 한 명일 뿐이었던 그녀는, 이 노래의 대성공으로 One Hit Wonder가 아닌 셀러브리티(celebrity)로써 확고히 자리에 오르고 2010년 여름 미국은 케이티 페리가 장악했다해도 과언이 아니게 된다.
2집의 성공으로 확실하게 셀러브리티가 된 이 후, 그녀는4차원에 약간 똘끼있는 캐릭터인 자신의 본색을 드러내는데, 이게 사람을 짜증나게하는 멍청한 4차원이 아닌, 재치있고 매력적인 예능감이 뛰어난 캐릭터로 많은 사랑을 받게 된다.
이상할 정도로 개그욕심이 있어서, 명색이 섹시 팝스타임에도 불구하고 서슴없이 망가지면서 예능 프로그램에서 웃기는 경우가 많은데, 너무 과하다 싶을 정도로 웃기기 위해서 아슬아슬 선을 넘기직전까지 가는 경우가 많다.
(주로 돌직구 화법인데 이런 화법 때문에 말실수 논란이 생기기도 했었다.)
cf. 여담으로 이 곡을 발표할 즈음 'Big Star'의 멤버 중 한명이 죽어서 Big Star의 노래인 "September Gurls"를 따서 노래 제목을 California Girls에서 "California Gurls"로 바꿨다고한다.
